Sikkim Manipal University- Distance Education exposed- may be involved in high degree scam

Everyday we see lot of advertisement of Sikkim Manipal University on newspaper and TV, claiming how Sikkim Manipal University has helped them to grow in the career and all such fool makign tactics.
In my entire career as human resources professional, I have not come across anybody who has claimed that they got promotion or job because they had a degree from Sikkim Manipal University.
These all are the false claim.

First of all, IGNOU and its independent body (highly incompetent Distance Education Council)- Distance Education Council in a big degree racket scam allowed Sikkim Manipal University to run business of selling degrees through distance education (I am talking about previous office bearers of Distance Education council- its ex officio chairman of DEC Dr. V. Rajashekharan Pillai who is blot in the name of education and who sold education. He allowed SMU, PTU and other universities to sell the degree by violating DEC norms.

The important point of this which Sikkim Manipal and most of the institute universities violated are highlighted as follows:


4.12            Study Centre

The Directorate should establish well-equipped Study Centres as per DEC guidelines. These centres should preferably be established in colleges/academic institutions having adequate infrastructure within the geographic limits of the jurisdiction of the parent institution and not beyond it. There should be a proper justification for opening a Study Centre at a particular location.

They are neither college nor owned centre. It is simply a computer training institutes. Then why DEC, UGC as well as AICTE is silence on this for years. 

9.     Guidelines for DEIs for identification of Study Centre:


‘Study Centre’ means a centre established and maintained or recognized by the parent institution for the purpose of advising, counseling or for rendering any other assistance required by the students used in the context of distance education. The parent institution shall make adequate provisions for Study Centers within its jurisdiction having adequate student support facilities, including Academic Staff, coordinator, and counselors/tutors.

MOU to be signed with other institution for opening a Study Centre should take into account the following points:

1.1.                 That the directions and the orders issued by the Vice-Chancellor and any other officer of the parent institution in exercise of the powers conferred on them under the provisions of the parent institution Act, Statutes, Ordinances and Regulations, prepared there under shall be complied with.
1.2.                 That, the Study Centres shall be opened only in affiliated and constituent colleges, and in such other academic institutions which the parent institution may deem fit.  The Study Centre should be located only within the jurisdiction of the parent institution after signing MOU.  In case of Deemed to be university the Study Centres should be only in the state where its Headquarters is located.
1.3.                 That the number of students admitted for each course of study in the Study Centre shall not exceed the limit prescribed by the parent institution.
1.4.                 That there shall be suitable and adequate physical facilities such as building(s), laboratories, library, equipments etc. required for meaningful counseling/tutoring/laboratory work as may be prescribed.
1.5.                 That the Study Centre, shall ensure the availability of the required number of qualified counselors and non-teaching staff with required qualifications.
1.6.                 That the service of all teaching and non-teaching employees and the facilities such as building(s), laboratories etc., shall be made available for conducting examinations and for promoting other activities of the parent institution under the ODL System.

Now, let us talk about Jurisdiction
Sikkim Manipal University is a private university part of Sikkim Manipal University established in Sikkim. Being a private university, as per UGC and DEC, its territory is only in the state where it is present i.e. Sikkim.

The Sikkim Manipal University was established in 1995. It is the first government-private initiative in the region. SMU is recognized by the University Grants Commission and approved by the Government of India.

Now look what DEC and UGC says in jurisdiction of private universities for offering distance learning programme

The DEC in its 40th meeting held on 08.06.2012 has decided on the policy of territorial jurisdiction in respect of the open and distance learning institutions which is stated as under:
In case of State Universities (both Govt. funded & Private), the Territorial Jurisdiction will be as per their Acts and Statutes but not beyond the boundaries of their respective states.
So the boundaries for Sikkim Manipal University (Remember: It is a private university) is of state of Sikkim Only. Then how Sikkim Manipal University is offering the course beyond sikkim for several years and what DEC as well as UGC is doing? SMU must have paid huge bribe to UGC chairman and other officials as well as to DEC chairman and other officials.

ELIGIBILITY CRITERIA

The minimum entry qualification to the Post-Graduate Programme in Management (MBA) is that a candidate should be a graduate in any discipline recognised by the Association of Indian Universities and should be employed at managerial/supervisory positions. A post qualification experience of 2 years at the managerial/supervisory level may be considered desirable.



ADMISSION/SELECTION PROCEDURE
The students of Post Graduate Programme (MBA) be admitted through entrance test. The written test should assess:
" Reasoning ability
" Comprehension and vocabularies
" General knowledge and
" Quantitative abilities
to check preparedness of a student to undertake management studies. In addition to the above, it could also examine the students capability to learn through Distance Mode. The short listing of candidates may be done according to merit prepared on the basis of total profile which may include :


" performance in written test
" work experience
" previous academic records
" performance in group discussion and interview.

Written test should have at least 75% weightage in overall admission procedure. Where admission is not done on the basis of an All India entrance test, it would be desirable that candidate possesses minimum 50% marks in qualifying examination (Bachelor Degree).

DURATION
Considering the learning experience to be provided to the students, the duration of MBA level Programme in Management should be minimum 3 years.


STUDENTS INTAKE
The intake of students to MBA Programme in a single year should be decided according to the infrastructure available with the Institutes, number of study centres, human resource available, audio/video support and library facilities etc. However, for the new institutions the number of the students intake should be kept to the minimum of 500 in the initial stage.



Now let us see how Sikkim Manipal University as well as many other universities are violating this and making money. 


Violation #1
From year 1 onwards only, it admitted more than 500 students

Violation #2
All students admitted without an entrance examination

Violation #3
It admitted fresher without any experience. It just supplied with useless paper degree from a useless university. 

Violation #4
Duration of MBA (distance mode) kept 2 years instead of 3 years

Sikkim Manipal University made Rs. 400 crore through distance education by violating the norms with help of ex- IGNOU VC- CBI

First of all, If CBI claims that PTU has made 1200 crore and SMU only 400 crore, it is wrong. If PTU has made 1200 crore, SIkkim Manipal University has made at least 4000 crore as SMU was advertising heavily and attracting more degree buyers including those lured by its heavy advertisement. V Rajashekharam Pillai made investment of several crores. He is crook, he is a "pimp" of the education. He is not only the person, I feel many people including from UGC are involved in this and theb"caged parrot" a corrupt bureau of investigation (CBI) is also not taking prompt and proper action. 

Not only this, after that Distance Education Council cancelled Sikkim Manipal and PTU's recognition but they brought stay order and despite of not having valdity they are openly calling students for admission and playing future with the students. Unfortunately, neither UGC nor DEC and Ministry of HRD are doing anything to safeguard students future

The evaluation and exam system of SMU and other such universities including ICFAI is a big question.
For MBA, they have simply one question with 4 multiple choice answer, select anyone and done. Can a business management study done that way? No case studies, no problem solving , no classes and training on skill development. First of all, it is not a general BA/ B.Com or MA/ M.Com exam. MBA is a business studies programme so lecture delivery methodology, instructional methodology need to be very different from a conventional degree. Actually it should help on improving skill on decision making. 
Whatever we read, if we do not practically apply that in day to day life, we will remember just 10% of that. so the 90% of whatever we read we will forget. Now imagine, when we know that passing degree is so easy, who is going to study hard?
The DEC itself says that  Counselling in contact programme Term. should be15-18 hours per course. So for 6 course in a semester, the university should hold at least 60 hours lectures. But it never happens. Students are supplied with the book, they must read it and clear the exam. 
Few people may claim that there is nothing wrong in multiple choice answer way of evaluating and even IIT entrance, civil services exams (prelims), GATE etc are taken that way. please not that these exams are meant for elimination only not for awarding degree. For degree one need to write answer in detail, with knowledge and analytical way. These entrances examinations are also very tough and passing percentage are restricted to maximum 15% for NET, 2% for other entrance examinations. So this logic does not work. Other defence is that they get knowledge from the book. My simple answer is: for knowledge you do not need a degree. Do not need an MBA. By buying such book at Rs. 100-750, you can get much qualitative and worth book.

SMU MBA course Fee is 57,500. /- Whereas by spending maximum 10000 Rs. you can buy much more better books to enhance knowledge, about MBA- I do not think any corporate give value to SMU MBA. Candidates get job on their own capabilities, not on MBA from this institute. 

Now, the one of the biggest blunder of SMU is here.
SMU admits anybody even on the basis of the fake certification and it admits people purely on the basis of photocopy of the marksheet they have submitted. They never verify student's credential and they never cross verify with the concerned board or university whether that students have really qualified the examination and degree they have mentioned at the time of admission. 
An interesting story:
 One of known person to me Sangram Kishore Samantaray  contacted me after reading my post on DEC, RTI. With the help of his friend E.SHANMUGAM, he filed RTI application to Sikkim Manipal University about a girl Dharitree Dharinee Devi who claimed that she has passed her B.Sc. degree from Sarala Mahavidyalaya under Utkal University. This girl took admission in MBA from Sikkim Manipal University on the basis of the degree certificate from above mentioned college and university. The Sikkim Manipal University did not do the mandatory disclosure under section 4 (1) (b) of the RTI Act in its website. It has not given even the name of PIO, AA etc. When he personally went to meet its registrar at Manipal and asked to show the girl's document, the registrar refused and even did not allowed to meet director saying he is busy.  Under RTI Act, he had authority to inspect any file.

The Registrar informed That it is not possible to verify every document of the student for them. The mark sheet did not have sign of the registrar and he admitted that this is the case of forgery. Still neither the registrar took action against the girl nor replied to RTI application of Mr. Sangram. Now, his RTI application is in second appeal with the Karnataka State Information Commission. 

Alongwith this, Mr. Sangram applied for information about the girl through Utkal University. Utkal University revealed that no such student passed B.Sc. from such college.

Further facts are :
This girl is even not HSC pass and submitted false/ forged certificate. This is clearly visible

Roll No.154EA381 as per Council of Higher Secondary Education, First digit 1 stands for Arts; if it is 2 for Commerce; if it is 3 for Science; and 4 for Ex-regular Arts and contd....
Second two digits in Roll Number indicates the College Code Number. For Khalicot Junior College Code Number is 21. The Code Number 54 is allocated for Langareswara College.  So, these datas are fully false and fabricated.  On verification of certificate, you may see the font size used for the candidate's name is smaller than that of the parent's name.  From here, you should know what type of certificate she is having.

Also, you can read reply from the college saying that this lady has never studied from the college:

Now imagine, they are admitting anybody for making money, despite of knowing the truth that somebody has submitted fake certificate, no police complaints or action taken against the person. 

Further, how they are verifying a certificate? A certificate without registrar's signature is accepted and students are allowed to take admission. 

This is time to wake up and take a strong action against Sikkim Manipal University.

I strongly feel that Ministry of HRD should strongly warn UGC to take it job seriously and immediately refrain Sikkim Manipal University to refrain to offer any course in any mode till further action is taken.

It should also file case against Vice Chancellor, Registrar of the Sikkim Manipal University as well as on the girl for cheating, forgery and misleading.

The Karnataka State Information Commission and Sikkim State Information Commission should take action and penalised PIO and AA for not complying with the RTI Act.

      Follow interest as well as aptitude. Mere interest is not sufficient. Do your online aptitude test (search free aptitude/ career test on google) and see recommendation

  3. Hii.....I'm from kolkata.I have 2 yrs. of experience in accounts behind my back and planning to do distance mba(not diploma) from a university which is of some repute in corporate sector. Earlier I settled on pondicherry unv. but later learned that they donot have pcp centre in kolkata.

    My few friends are doing mba from smu.I want to know your opinion on their quality of education.Is it better or worse than symbiosis, imt or icfai? I know their exam pattern is not right but what is your general take on smu,regarding materials they provide? Regards.

    1. SMU is one of the worst and this post already clarifies required points. You may opt University of Madras, they still have centre there. To answer your below question SCDL, IMT and NMIMS do not offer MBA, they are simple PGDBM and have no values at all.
      ICFAI and SMU are same.

ICFAI and SMU in same setence as the word Fraud.NMIMS - It has been awarded "Five Star" rating and "A" grade by the NAAC and UGC .#7 in 'Best B-School Ranking 2013 by Business World.. Well IIM - Ahmedabad also does not give a MBA . it has a pgp Program .. So you say that is also not valid. Ha Ha Ha ...     3. Read the entire post carefully before commenting anything. Criticising something is good but always do it with a logical sense
      Nobody doubt, full time MBA of NMIMS is of very high value and falls under top B school category.
      Nobody is talking here about nomenclature whether it is named as MBA or PGDM, its all about equivalence and acceptability.
      When you do PGDM from IIM you are eligible for higher studies everywhere including IIMs and IIMs do not offer distance PGDM
      in case of NMIMS, it sells PG Diplomas in distance mode but the same student who has completed 2 years PG Diploma in distance mode from NMIMS is not eligible for Ph.D programme of NMIMS.

      Take other example of AIMA who also offer PGDM in distance mode and they make it very clear that students may or may not be eligible for PH.D as theirs PG Diploma is not an MBA

      MNC may not accept it. Go for a non controversial better universities like Pondicherry University or IGNOU or University of Madras Executive MBA

      Most possibly no. USA prefers known, reputed NAAC rated A universities

      IGNOU will be very tough. Cracking IGNOU OPENMAT will not be that much difficult. It is general awareness, mental ability, reasoning and vocabulary/ verbal reasoning.

      Just a post graduate does not help in good job but a post graduate earned through hard work, good universities blended with owns performance and traits surely help

Now i want to go for MBA in TQM (Total Qaulity Management) and i was planning to enroll myself in Sikkim Manipal university. But after reading your comments now i have changed my mind and want to find right university for the same course (preferably indian university).

    I wish I had seen this page of yours earlier. I am a working professional and to grow in the company I was asked to do MBA. I on advise of one of my colleagues got enrolled into Sikkim Manipal flexi MBA course. However to my horror I am being told to appear from a center which is quite far from my place instead of the nearby center for which I had opted for.
    I need your help in this regard. Can you advise me whom to approach to lodge a case against Sikkim Manipal because I want my money back as I am not able to appear from center which they have forced on me. Sikkim Manipal help desk, or controller of examination centers are not responding to my emails nor my phone calls.

    i ws taken the addmition in smu 2011 when the dec approval was valid but after completing 2 sem i heard news that dec approval is expire for smude but when i talk with some people they told me u have taken the addmition when dec approval was there so your degree will be valid is it true??? because i am in tense after reading you blog cuz i am planing for doing phd after that please suggest me

    Namaskar! I'm from Nepal and planning to join SMU DE for MBA course. I'm not a brilliant student since I have a 3rd div in Bachelors in Business Studies (equivalent to B.com in India). Also, I come from a financially weak family and I'm confused after reading about SMU's fraudulence whether to join SMU DE for MBA or not. Also we have only one center in Nepal which is Lord Buddha Education Foundation (LBEF) located at Maitidevi, Kathmandu. If I pay money I cannot retrieve it later I guess because I don't suppose they'll refund. Please, I'm looking for your kind advice.

      Sikkim Manipal is not allowed to offer any course outside its main campus at Sikkim and lot of controversy is going on.
      Do not join SMU.
      However IGNOU (A central government University under Ministry of HRD, Government of India) has a study centre in Nepal)

  12. Sir, I am pursuing MBA with HR specialization from SMU Distance education and i am going to appear the last semester. I am from Silchar Assam. I hardly think they are able give a good placement facility. In fact after the admission fee, they take a monthly fee worth Rs 1000 and if not paid it then they wont let sit any student in d exam. The HOD is worthless does not care for the students. I feel everything is wrong in this institute. They give placement in BPO jobs from Hinduja or Wipro and not in any MNCs. How to correct my folly now? It is a Disgusting institute.

      Yes, they are cheating student by offering courses in franchisee mode and for distance learning nobody offers placement as it is meant for working people only.

    3. If you do a part time of distance MBA, graduation percentage is not mandatory in most of the cases.
      You may opt University of Madras or Pondicherry University but please note that distance learning MBA is useful only if you are already in job. It does not help in placement.

  14. I am currently pursing my BBA from Sikkim Manipal University and I am in my 6th semester. Does the information you have provided mean that i have wasted 3 years of my life getting a degree that wont allow me to do my masters from a regular university? I only opted for SMUDE for my graduation because I wanted to work for three years and save up to do a masters from a regular university. If this is really the case why isnt the Govt doing anything to stop this? What should I do next?

    1. A kind of yes, however private universities like Amity, Manipal Academy of Higher Education may accept your qualification.
      However, you may keep applying to all good universities too. The matter is still subjudice. I advise everybody to always opt a central or a state university while pursuing education through distance learning mode. These private universities are more interested in making money rather than caring about student's future. Students are not aware about these law glitches but they are aware then why did they open such education shops?
      Frankly, UGC has to disallow private universities because they do franchisee business of it and technically speaking, for distance education instead of putting such barrier, UGC should allow private universities to offer courses anywhere in the country and must check every month that these private universities are not offering such courses through franchisee, rather than from their own employee appointed service centres.

    One of my cousin sister has taken admission in SMU last year and now she is second semester. Its now when she/we come to know that SMU does not has approval from DEC/UGC/AICTE after year 2012. What can we do in this case ? Should we stop paying the fees for semester 3 and 4 or should we complete the so called Degree. We feel that we are now trapped by SMU.

    I need your help regarding my issue. I have done B.SC. IT degree from SMU DE in 2006 from Chhattisgarh. At, that time there were no such rules of territorial jurisdiction. Still Ignou and state government university rejected my degree when applied for higher education. They state commission also rejected my degree, saying you have done your course from a study center which is not in Sikkim. Tell me what should I do now ? Where to file RTI and ask for help ? These study centers are still running and flourishing in every state, they are still conning people.

    I read with interest your article regarding universities violating rules in offering distance education universities. I wanted to bring to your notice another organisation which is indulging in the same violation.

    I was looking for a distance MBA and approached Avagmah (www.avagmah.com). They are offering MBA programs from Bhartidasan University (http://www.avagmah.com/bharathidasan-university). After detailed discussions with them, this is what I understand:

    1. As per territorial jurisdiction defined by UGC (http://www.ugc.ac.in/deb/notices/UGCLetterTerritorialJurisdiction.pdf) a university can’t operate out of its state jurisdiction. Int his case Bhartidasan University can’t operate out of Tamil Nadu. However, they have franchised the MBA program to Avagmah which is offering it all over India!

    2. Avagmah is charging higher fees than prescribed by university, which should be illegal. In fact they are charging a service tax too - which means instead of the fees going to university, it is collected by a private company. Is this not illegal?

    3. Avagmah has further appointed Study centers in sub franchise mode. What I understand is that a university can’t franchise its degree programs. And the master franchise can’t further franchise it. But Avagmah seems to be doing this blatantly.

    4. One of the option offered by them is to get a full-time MBA degree by only attending the distance learning program. They have apparently created a study centre in Chennai under which they are offering admissions to students from all over India. SO a student in Delhi can get admission under a study centre in Chennai and without attending any classes can get a full time MBA degree! This way they are admitting students even from locations where there is no study centre The whole intent go Avagmah is to make money by offering MBA degrees for sale! They are also conducting regular classes for distance education course and charging more for it.

    5. Avagmah is offering the onlien MBA program by Bhartidasan University. However on calling Bhartidasan University directly, I found out that Avagmah is not authorised to do so.

    I am very disturbed by the blatant way in which this is going on. Hence I thought of posting it here and bringing it to your notice. You being a prominent activist and expert in higher education matters may be best suited to stop this illegal activities and duping of thousands of students.

    No doubt, greed has taken over. I have no objection if a university violates unnecessary laws but take stringent measure to provide right, true and quality education but I have objection when the degrees are sold like vegetables in the market. Avagmah is a profit making venture. If state universities have objection with the territorial jurisdiction, they should have approached UGC collectively, have shown the resources they have to show that they are maintaining same quality and same procedure as of regular college while offering distance education and their intention is to spread education for knowledge and not for money.
    Few state and central universities are really abiding to this and not violating and conducting exams alongwith regular students, strictly in their affiliated colleges alongwith regular students. example are Pune, Mumbai University, Delhi University, AMU, University of Hyderabad etc. I request you to post this comment on above mentioned link meant exposing avagmah so other people can also read your view.

  28. Sir, i'm doing BCA from SMU through distance mode at a learning centre situated in Gorakhpur, U.P. I have completed 2nd semester in the spring drive this year and i'm about to take admission in the 3rd semester but after reading your column i'm concerned and in a sheer shock that my degree could be declared as invalid further. Actually, i don't want to waste another year of my career as i've already wasted 2 yrs. earlier and therefore i want to continue my degree at SMU.     I think the degree of student enrolled in SMU is valid as per Honable high court decision on 2015 can you please look into it and let us know if we are right.
    i have also filled RTI to UGC and this is what i have received in return.

    Reply :- Sikkim Manipal University, Sikkim was extended programme wise recognition for a period of 3 year from 2009_10 upto 2011_12. Details of programmes given recognition is available on UGC web site- www.ugc.ac.in/deb/. No further extension granted to this University after the end of academic year 2011-12.

    The judgment in WP (C) No. 4/2013 has been pronounced by Honble High Court on 26th June 2015, upholding the policy of territorial jurisdiction of UGC and at same time protecting the degree/diploma obtained by the students of various study centers. The full judgment has also been uploaded on UGC official website www.ugc.ac.in/ as per direction of Honble High Court of Sikkim for information of all concerned. Further directions given by Supreme Court is also upload as the website. In view of this, no further clarification/ direction is necessary from UGC. Details of Institutions/Universities given recognition for 2015-16 is available on UGC website www.ugc.ac.in/.
    While determining, the validity of a qualification awarded by a University, Deemed to be Universities/Institution recognized by UGC for conducting programmes under ODL mode, the admission taken by the student in the academic year of recognition may be considered as valid, provided the programme was approved by the statutory bodies/councils of the University and University/Institution follows the norms of concerned Apex bodies.

    I have completed my Bachelor of Information Technology (BIT) from Manipal Academy Of Higher Education (MAHE) in the year 2003 by taking admission in the year 2000.   62. Hi. I have completed my BCA from SIKKIM MANIPAL UNIVERSITY in 2011. But SIKKIM high court said that three categories of students stand protected.
    1) Those who had started and completed their distance education program any time before the academic session 2011-12

    2) Students who began their distance learning program before the academic session 2011-12 but completed the course afterward

    3) Students who were admitted to the distance educational programs from February 22, 2013, to June 26, 2015

    4) As recognized by SMU in Sikkim HC, it put a freeze on admissions from October 25, 2012. Any entry from October 25, 2012, to February 22, 2013, is thus questionable.

    But my question is that I have completed my degree in may 2011. Is my degree valid according to high court order?
