You are a liar Jodhpur National University- My reply with evidence to their letter to me

Now shop of EIILM and CMJ is almost closed but there are many to go.
In one of my previous blogpost, I mentioned that I have written to ministry of HRD, UGC about few other universities who are selling degree like anything.

After this, I got call from registrar of CV Raman University asking me to report him directly if I found such incident as they are also "trying" to take action on the issue (no written reply )
Yesterday, I got a reply from Jodhpur National University (A private university from Rajasthan) in response to my mail to ministry of HRD and government of India and UGC). They are so stupid in this reply. First of all, the letter head does not look anything more than a name printed on plain paper. Second, although the letter and envelope has come from the university, it did not have the stamp and registrar's name.
The registrar is Dr. P.K. Dey (can a Ph.D holder be so foolish that he forgets to write his name?).

I am going to expose lie of Jodhpur National University in my response to their letter. They are as follows:

Dear Mr. P.K. Dey,
I have got your reply in response to my mail to ministry of HRD, government of India as well as to the University Grants Commission. In point no. 1 to 6, you have done nothing more than telling about your private university. In point no.7 instead of putting evidence.
You have written following in your point no.7
I guess you meant to say "hence" (you wrote hance, it cannot be typo as in key board there is enough distance between these two keys "a" and "e"). I strongly say that your response is incomplete and misleading. The quality of education is visible from your response and above paragraph itself.
Let me elaborate on the issue.
First of all, I am not sure what quality you are talking about. If you are talking about approval from various bodies like AICTE, MCI, BCI and all, it is known to the world how it can be bought. I do not want to fall into those argument.
I would like to draw your attention about the major violation with evidence.
You should note that you are not a government or public university. You are a state university came into existence after government nexus.

PRIVATE UNIVERSITIES) REGULATIONS, 2003
Please refer following points of the Act
3.3. A private university established under a State Act shall operate ordinarily
within the boundary of the State concerned. However, after the development of
main campus, in exceptional circumstances, the
university may be permitted to open off-campus centres, off-shore campuses and
study centres after five years of its coming into existence, subject to the following
3.3.1. The off-campus centre(s) and / or the study centre(s) shall be set up with
the prior approval of the UGC and that of the State Government(s) where the
centre(s) is/are proposed to be opened.

It has come to the notice of the University Grants Commission that some of the State Private Universities have affiliated colleges and started off-campus centre(s) in violation of the UGC (Establishment of and Maintenance of Standards in Private Universities) Regulation, 2003 and against the judgment of Hon’ble Supreme Court in case of Prof. Yash Pal & Others vs. State of Chhattisgarh & Others. Some of these Universities are running these Centres on franchising basis also which is not allowed.
It is also informed that Private Universities cannot affiliate an institution/college. They cannot establish off campus centre(s) beyond the territorial jurisdiction of the concerned State. However, they can establish off-campus centre(s) within the concerned State after their existence of five years and with the prior approval of the University Grants Commission. So far, UGC has not approved any off campus centre(s) of any Private University.
Course(s) under distance mode can be started by the private university only after the prior approval of the UGC-AICTE and DEC joint Committee for which Director, Distance Education Council, IGNOU, Maidan Garhi, New Delhi - 110068 is the coordinator.
Note: Even the DEC stands dissolved now, when you were offering the distance learning programme, you violated the norms.
You are selling the degrees and it is clearly visible. Please see following points:
1. You are not allowed to offer distance learning programme outside of Jodhpur as per UGC and earlier DEC guideline. Still you have opened distance learning shops all over the nation. Can you please explain why?
2. Your so called appointed agents openly asking people to apply for franchisee and somebody even claiming to offer MBA in 2 months. Can you please tell me how one can complete MBA in just 2 months?
3. AICTE, UGC as well as ministry of HRD have clearly prohibited to offer engineering degree in distance mode. Then how you offered it through your distance education shop. Can you please explain?
4. The worst part is, your institute does not feature in the list of DEC's approved university list then how you went ahead to offer distance education?
5. Your industry integrated course is again violation of AICTE norms. First of all, what is industry integrated course? You are saying in your press clipping that those who are "working" can pursue the education. How a working person can pursue a full time programme? Do you offer it in evening 8 PM to 2 AM? It is similar degree scam of EIILM, CMJ, MGU Shillong and BITS Pilani.

Can you refuse that those institute who are claiming national coordinator and others offering 2 months MBA and claiming that all the degree certificate can be verified online. If it is fake then how can it be verified online? This means you are selling the degree for money.
Further, you cannot claim that these people are not associated with you. Because without nexus with university it is not possible. Why these degree shops do not offer such short term verifiable degrees from University of Mumbai, University of Pune, University of Madras or take example of even University of Patna? Why yours and other degree sellers like Jaipur National University, Shobhit University, CMJ University, Lovely Professional University, Jagannath University, MGU Shillong (Mahatma Gandhi Shillong), KSOU Mysore, Maharshi Dayanand University, Swami Vivekanand University MP, NIILM University Haryana exist?
Why they are not able to sell degree from other private universities like Ajim Premji University, Shiv Nadar University, Maher university? Why their name do not appear on all such advertisement? The simple reason is that they do not sell the degrees.
Please wake up and take your job seriously. You are most important but most useless organisation. You have done nothing to improve higher education and quality of education in India. During all these year, you could not help to make even one single university from our country to world top 200 university listing. Rather, through corruption and maladministration, you have deteriorated education system further. First 42 deemed universities were given recognition by taking bribe, then shut your eyes on 140+ private universities in Chhatisgarh and after that every day there is a new private universities opening in the country like beer and dance bar.
You do not provide a dedicated email on website so students and general public can report such matter to you. You are so worst that even this IT era when you talk about "promoting education through ICT" you do not display e-mail id on UGC website and never respond email send to UGC. You act when ministry of HRD sends a notice to you.

Please initiate action against Jodhpur National University alongwith all such other universities (few examples are: Jaipur National University, Shobhit University, CMJ University, Lovely Professional University, Jagannath University, MGU Shillong (Mahatma Gandhi Shillong), KSOU Mysore, Maharshi Dayanand University, Swami Vivekanand University MP, NIILM University Haryana, Sikkim Manipal University, Punjab Technical University, EIILM University, Assam Downtown University, Don Bosco University, Manav Bharti University etc. There are many who are selling degrees. Please provide a fund to UGC to hire a full time web scanner who will handle mail, complaint from the student and can search on newspaper as well as on internet that which universities are are selling degree in what manner. I guess for crore of students and reputation of the nation, Ministry of HRD can easily afford budget of around 05-06 lakhs. If you cannot, tell me, I will arrange it through public contribution. There are many who will willingly come to this support. We will pay the salary to such person and control them.
