Mahatma Gandhi University Shillong is another big degree scam and its distance degrees are invalid

Hi Friends,

Thanks for your love, appreciation to my previous posts. All those posts are immensely loved and whatever I wrote and predicted turned to be true about CMJ, EIILM, Jodhpur National, Swami Vivekananda, Vinayak Mission, Sikkim Manipal and many such other universities.

I am still seeing that Mahatma Gandhi University, Shillong is fully running their degree mill and scam despite of the ban by the high court and action by government.

Now let us know about Mahatma Gandhi University Shillong.

In India, universities are central (established by central government), state (established by state government), private (established by private person but approval is from state legislature in the form of Act passed) and deemed universities. 

Central Universities can offer courses anywhere in India. They are IGNOU, Delhi University, Pondicherry University, Mahatma Gandhi Hindi University Wardha for few example. State university can offer courses within their jurisdiction only.

The task is huge but above post will provide you enough clarity about jurisdiction of each university.


Now let us see about jurisdiction of Mahatma Gandhi University, Shillong, Meghalaya. 
It is a private university and as per UGC and DEC directive, any private university cannot offer distance learning campus anywhere outside where it is situated. 

Please refer following UGC notification which applies to all private universities
It is also informed that Private Universities cannot affiliate an institution/college. They cannot establish off campus centre(s) beyond the territorial jurisdiction of the concerned State. However, they can establish off-campus centre(s) within the concerned State after their existence of five years and with the prior approval of the University Grants Commission. So far, UGC has not approved any off campus centre(s) of any Private University.
Course(s) under distance mode can be started by the private university only after the prior approval of the UGC-AICTE and DEC joint Committee for which Director, Distance Education Council, IGNOU, Maidan Garhi, New Delhi - 110068 is the coordinator.


So it is very clear that any degree obtained outside of the Shillong city of Meghalaya from Mahatma Gandhi University Shillong is neither valid for job nor for higher education. 

I exposed them long back but still they are operating. For larger students interest it is advised that they should not enroll for any distance learning, industry integrated and off campus course of this university.

  1. i ready above all..i want do mca distance education so i was planning for mgu bcoz mumbai universities and other universities are doing a loot...their fees are sky touching.i dont know for why they take so much fees...i cannot afford to pay 1 lakhs RS.GOVERNMENT SHOULD SEE TOO IT THAT HOW WILL A COMMON STUDENT PAY THAT MUCH FEES....THEY SAY TAKE LOANS FROM BANK AND ALL ....BUT WE DONT EVEN HAVE CAPACITY TO REPAY LOANS .....WHEN A STUDENT WANTS TO STUDY SOME THIS F**KING PEOPLES SEE TO THEIR POCKETS IF THEIR POCKETS ARE GETTING FILLED OR NOT..
    MY 1ST WISH IS TO REMOVE THE EDUCATION MINISTER AND SORT ALL THE COURSES PROPERLY..

      If you do MCA from a reputed institute, even if you take educational loan, you can pay it back within 2 years. Yes, I agree that the commercialisation of education has harmed a lot.

    2. hi Govind, is the regulations still the same that the off campus is not allowed. if so, understand MGU meghayala is running off campus is being run not only in India but also out of India in Dubai, Oman and other places abroad. how can this be stopped?

      Just out of curiosity I went on to UGC's website and found that MGU is listed under Private universities.. If that's the case then I don't think MGU is fake or working against the law.
      Also, MGU doesn't have its own colleges outside Meghalaya... the campuses are like for distance learning mode of study...
      Even other State universities have the option of distance learning..
      Please give your input on this as I may be wrong...

      I hope you read the entire blogpost carefully, particularly the portion highlighted in yellow.
      I never said MGU is a fake University, I said it is a university involved in degree scam. Yes, it is working against the law. UGC has stipuated that a private university cannot offer any degree outside it campus, not even distance learning, indutrsy integrated learning or online learning. UGC does not support online exam system so far and private universities have to take exams in their campus only.
      MGU is not a state university, it is a private university.
      State Universities are run and funded by state government, UGC and MHRD, private universities are established by the private individual like you and me.
      UGC also does not allow to offer any course through franchisee mode not even to state and central universities. MGU has appointed many such degree selling agents wordwide and such degree stands invalid.
      Imagine quality of the education when it is capable to provide few thousands degree and selling more than lakh. How?

      I notice that private university can offer degree in regular campus but ugc have not block them industry integrated course .

      CMJ mislead with the RTI
      Please read it. UGC has replied what has been asked. CMJ asked whether industry collaboration is approved. Now read the thin line
      What is industry collboration? This means university may call professionals from industry to teach, send student there to learn practically. CMJ did not ask clearly Academic collaboration degree where students will get degree without attending campus. Such degree is purely a distance education degree as industry does not teach student in a formal classroom.This is another fool making tactics. You carefully draft an RTI application and send to UGC and see the surprising reply.

    1. The Techno Global University is another emerging degree scamster.
      Well, yes BITS Pilani has industry integrated course however the difference is:
      BITS Pilani is a well reputed name and employer will easily accept its qualifications
      BITS Pilani does not sell the degree backdated and in short term and by the way of different agents.
      All the admission happens directly by BITS you will not find any agent, any agency any website offering its degree
      The BITS Pilani degrees are equally rigorous

    So for this purpose which are the universities i should consider to do MBA?

    I have reviewed your blog post, recently I came across ISBM college which is offering eMBA course through distance education and certificate would be from MGU Meghalya. They have provided assurance it is not fake and your certificate can get authorized through MHRD and other govt agencies for Visa.

    I would appreciate if you could kindly enlighten on this subject. As for most of the employee when background verification happens and they come to know their certificate is fake it would be disastrous to their career.

    From visa perspective if certificate is getting authorized then by default even govt has recognized in case not then it would be double trouble for employees.

    Appreciate your kind response on the above subject.

      being a private university, it cannot offer any course outside its campus. It can offer distance education courses but it cannot appoint any agency to take admission exam and counselling on its behalf. This university has to take admission at its campus, students can enroll from any part of the world but the university has to take exam in its main campus at Shillong even if it is an online exam.
      This apply to any private university in India
      If you are giving exam at its main campus, your programme is approved by dEB then fine.

  8. @Jeetesh no, if you have obtained the degree from outside Karnataka, it is not valid for higher education in India and abroad including USA
    Further, uSA needs 4 years degree for higher education

  9. i am a victim of mahatma ganghi university of meghalaya ,so i want to take legal action against this off campus STUDY CENTRE owner because they are denying the real facts . i m a looser fromall side time and money and i want to get back my money so advice me that can i take any legal action against that centre or not.

      You can take a legal action for breach of trust as well as cheating under section 419 of IPC. But court battle are never ending process first raise a complaint through core.nic.in and also file complaint about university at Directorate of Public Grievances, Government of India

    I recently moved to UAE and hope to study BBA through distance learning. I did a little research and found some options although I'm nor sure about their recognition and reliability. However, i am interested to enroll for BBA at MGU-Meghalaya University thru an institute named IIMTS (UAE). I am a Sri Lankan and im not familiar with the Indian degree programs. I would realy appreciate if you could advice me on this matter.
    Would it be alright if i enroll for BBA at MGU-Meghalaya or any other institutes in UAE (eg: Madurai Kamaraj Uni, Annamalai Uni)
    Or else are there any genuine distance leraning degrees in UAE from reputed indian unversities.

    Your earliest feedback in this regard would be greatly appreciated.

      Hi,
      MGU shillong is under lot of controversy and being a private university, it cannot offer any course outside campus. Alagappa is a state government university but before offering courses outside state, it has to take approval from the UGC. Both universities therefore do not have authority to offer courses at KSA and Bahrain.
      Technically, their degrees are invalid in India and abroad.
      You need to check KSA and Bahrain's policy on such degree whether they goes by the law of India or they have their own specific law (for instances, Indian government do not allow any foreign university to offer courses in distance, part time and online in India and such degrees are invalid in India and for full time course, such foreign universities have to collaborate with Indian Institute and need to take approval from UGC too.
      Take decision considering all these factors and do not take admission in Mahatma Gandhi University at all.

    2. Thanks for the information. IIMTS Dubai claims to have been approved from UGC-AICTE-DEC. It is even printed on their brochures. www.iimts.com. so if this is the case then i don't have to worry about enrolling with them arn't I ?
      Also what about Madurai Kamaraj University * Annamalai University Tamil Nadu ? there are Institutes in Sharjah UAE who offer BBA degrees from these universities as well

    3. Nothing such as UGC AICTE DEC exist now, it is already disoolved in 2012. As per the new guideline the university cannot offer course outside its campus.
      Madurai Kamraj and Annamalai too cannot offer course outside Tamil nadu

Hi Govind Im from Kerala ..I Finished my B.SC animation from MGU Meghalya via Arena multimedia (via distant edu) on 2014 ..last week i got my provisional and migration certificate (waiting for the degree certificate) . I heard that MGU is a Scam . What should i do now ..Im not planning to go for Higher studies but will my degree will be a valid degree?? and can i say that "my higher education is B.sc degree ??" Please help im very scared and depressed now ..What should i do next ? i have spend more than 2lack rupee for this 3 year degree by doing part-time jobs and lending money from others (im not rich)

    : Vice Chancellor Babu Sebastian has issued orders to close down the Mahatma Gandhi University off campus centres outside the institution’s territorial jurisdiction.The action from the VC follows a directive from the Chancellor and Governor P Sathasivam, asking the vice chancellor to comply with the Kerala High Court order in this regard.According to Mr. Sebastian, the order will affect the functioning of 65 off campus centres functioning in the State from the 2015-16 academic year onwards. However, the future of students who have already joined the programmes till 2014-15 will not be affected.As per Chapter II, Section IV Clauses I and 2, the territorial jurisdiction of MG University has been defined as the districts of Kottayam, Ernakulam, Idukki and Kuttanad Thaluk of Alappuzha district and Ranni, Thiruvalla and Kozhencharry Thaluks of Pathanamthitta districts.The University had 133 off campus centres, six of them outside the State within India and seven outside India, mostly in the Gulf Countries. The functioning of all the 13 off campus centres functioning outside Kerala were wound up from the last academic year following an earlier directive from the UGC.Following this, these centres had appealed to the Kerala High Court which was rejected. Another appeal by the Calicut University in this regard was also rejected by the High court.It was based on these two High Court directives that the Governor has asked the vice chancellor for action against those off campus centres functioning outside the territorial jurisdiction of the MG University.In spite of these directives, the University had decided to start 77 off campus centres in 2013 against which the then Higher Education secretary had sent a report to the Chancellor. Most of the 65 off campus centres that are being closed down this year belong to these latest batch of off campus centres.Interestingly the MG University syndicate which met on Thursday had decided to find ways and means to support the continued functioning of its off campus centres. One of the main reason they had raised was the revenue crunch the University would have to face if these centres were closed down.According to estimates, these centres accounted for a revenue accrual Rs.15 crores to coffers of the University annually.Meanwhile, the Chancellor has also asked the vice chancellor to appear for hearing on May 30 regarding the functioning of the off campus centres within the territorial jurisdiction.He has also been asked to inform these centres to appear for the hearing, Mr. Sebastian said. According to the vice chancellor nearly 40,000 students have entrolled in the off campus centres of the University. This news is regarding mgu kottayam......
