Thanks a lot for your enormous love, question and motivation.
I have exposed SCDL, ICFAI, Welingkar(Distance), NMIMS (Distance), Jodhpur National, Shobhit, Vinayak Mission, MGU Shillong, Calicut, CMJ University, EIILM, SMU and many others. You will find all the information with proper evidence.
To clarify again, My whole intention is to improve quality of the education, bringing facts to you and make you aware. Any degree does not help in the career growth but a right degree and from a right university definitely do that.

I have a complaint with my readers. Few people ask same question again and again and the fact is, all the questions they have asked are already available on my this blog as well as http://simplygovind.blogspot.com I request you to please scan my blog first and if you are not satisfied with the information provided there, then put the question forward. Many time, I am busy at my work and other task so I cannot reply immediately. Please have patience and keep pouring your all queries.

Till now, I have exposed mostly the private university's unholy degree scams and now many actions happening from government side. But there are also  few state government universities who are violating various norms and offering degrees. The difference is: private universities are openly selling degrees whereas these state universities are violating norms, allowing malpractices and offering degrees through the franchisees. The result of this is hampering student's life. The degree obtained become non acceptable for higher studies and public sector job. Therefore students need to be very careful. Please do not go for easy degree which makes your life miserable. Better, do a little hard work. In the life, in the path of success, there is no short cut.


About acceptance of Punjab Technical University and Karnataka State Open University (KSOU)? Is the degree valid?
Well, Punjab Technical University's all full time degrees are valid. But its distance learning programme stands invalid.

What wrong have PTU and KSO done? It is a university so it can offer any degree.
No, this is the half truth that PTU can offer any degree.
To maintain the standard and quality of education including distance education, UGC issued circular and certain norms. After that DEC also set the same norms. Now DEC has dissolved and UGC as well as individual bodies are separately issuing approval related to distance education. Please read the following blog post for more details:

As per the circular as well as previous guidelines, following conditions apply to all universities and institutes offering distance learning programmes:
1. Universities must follow the territorial jurisdiction: This means a central university can offer distance learning degree anywhere in India. A state University can offer within their jurisdiction i.e. the district where they have jurisdiction. You may refer my various blogpost on the same. A private university cannot offer a distance learning course outside the city where they are situated and same rule applies to deemed universities.
Here, KSOU as well as PTU offered the courses in India and abroad breaching the guideline. Any degree in distance mode obtained by violating the jurisdiction becomes invalid for higher studies and public sector job.



2. Franchisee of higher education is not allowed: As per this guideline, all universities have to offer the degree courses by their own. They have to admit students, they have to conduct exams and they have to control everything. Any universities cannot offer franchisee of study centre, cannot allow a private individual to take franchisee and control role of the university. In case of PTU, KSOU as well as SMU, it has happened that they charged private individual and gave them franchisee of its courses. This is a violation and it lead to poor quality and lack of control in degree awarding. For example, IGNOU also offer courses in India and abroad but IGNOU has its own paid staff at regional centres, it controls examinations and overall operations. All universities must follow this norm. Few of the universities complying with this norms are : University of Mumbai, all other state government universities in Maharashtra, Patna University, Aligarh Muslim University, Maulana Azaad National University, University of Delhi, Kurukshetra University, Guru Nanak Dev University Amritsar, Universities in Gujarat etc. 

Due to the violation, degrees of KSOU, PTU and SMU becomes invalid.


3. Prior approval of other regulating body: Before offering courses in distance mode, it is mandatory to take approval of other controlling and regulating  bodies. Unfortunately, PTU, SMU as well as KSOU did not take any such approvals. I am listing course and approving body here for your understanding.

So even if a university is approved from UGC, it is not sufficient. It has to take approval for the specialised courses above. As of now, except IGNOU nobody offer and nobody can offer B.Sc, Nursing. There is complete ban on offering engineering, pharmacy, architecture, medicine, ayurveda, unani, siddha, homeopathy and aerospace as well as aeronautical engineering courses through distance mode. KSOU, PTU and many other universities openly violated the norms and offered engineering courses through distance mode. Since prior approval was not taken, all these degrees stands invalid.


I hope this information is sufficient to understand why the degrees from SMU, KSOU and PTU is invalid. There are many other universities who are violating the norms. Since many students have trapped in these universities, I focussed the article on this.

They are simply university. Why they are selling degrees rather than imparting education? I advise students not to take any admission in these universities.

PTU and SMU is having the largest network of study centres for providing distance courses, and Agency officials said SMU admitted 17.61 lakh students in its 728 study centres all over India between 2004 and 2011 and made a profit of Rs 85 crore. Similarly, PTU admitted several lakh students in its 894 study centres and made a profit of Rs 384 crore.....!!!!

    1. In October DEC asked PTU not to take any admission in January 2013, Delhi high court also directed to stop admission
      So
      If anybody has completed the course before that directly from the university, the degree stands valid for public sector job and higher education.
      If it is done through franchisee then it does not stand valid for higher education and public sector job.
      After October 2012 if anyone has taken admission and doing the course, the degree stands invalid

PTU is just playing with the career of the students, I found out that many of the students from Kolkata has already appeared their 3 sem exams but have not received any of the original marksheets yet, even their 3rd sem result is not found in the website. the study centres have even declared the examination dates from 20th November 2013 but their is no details of such in the website of PTU. Even the hallticket they provided have no seal and signature of the controller or the additional or the assistant controller rather they had seal and signature of a different organisation.

    i have read your post regarding private university fact than i decided to share my problem with you and your suggestion what to i do?
    i have done diploma in electronics engg from govt polyt. college from btu rajasthan and now working with reputed organization last 7 years.
    then for b.tech(electrical and electronics engg) i enrolled in shridhar university,rajasthan now i am in 3rd year,i opt it becaz easily getting degree due to lack of time to give on study.
    but after knowing fact i am totally confused should i drop it now and look for another option or
    1.may i get electrical inspetor certificate on the basis of this degree?
    2.May i go abrod on this degrr?
    3.may i apply for govt jobs like rrb or rajasthan EB jobs basis on this b.tech?

      Shridhar has emerged as a degree scam university like EIILM, CMJ, Shobhit, and MGU to name few.
      Being a private university, it cannot offer any course outside its campus in Pilani
      AICTE has put ban on offering engineering degree through distance and off campus mode so AICTE has not authorised Shridhar University to offer this degree.

      1.may i get electrical inspetor certificate on the basis of this degree?
      Well, the eligibility for electrical inspector is as follows:
      The examination for Certificate of Competency Class-I shall be open to Electrical Supervisor, Foreman and Chargehands. A candidate intending to appear for the said examination shall have at least five years experience of practical wiring after passing the Class-II, Certificate of Competency examination. The Board may grant Certificate of Competency Class-1 to any candidate, who possesses a recognised Degree or Diploma or equivalent qualification in Electrical Engineering from any Technical lnstitute / College or University recognised by the Board. In this case, he must have completed the training/job in rectifying the common defects in electrical line and power installation for a period of one and three years after passing Degree or Diploma respectively.
      Since you already have a Diploma in engineering and 5+ years experience, without B.Tech also you can get it.


      2.May i go abroad on this degree?
      You may or may not. It depend on your employer.

      3.may i apply for govt jobs like rrb or rajasthan EB jobs basis on this b.tech?
      No becuase the degree is unaturised and unapproved.

      4.may i apply for higher education on this degree?
      No, it is not an approved degree

      medicine (any stream) should be at least of 5 1/2 years after passing HSC/ 10+2 in science stream with minimum 50% mark in PCB and admission should happen through entrance exam only. It cannot be offered in distance mode.

  6. KSOU is still offering UG/PG programs outside Karnataka. On its site it even has a link for opening new study centre. Their partners are still marketing KSOU programs in Odisha saying that KSOU is an open university and hence the later UGC notification does not apply on them. Kindly clarify..

      You should check any state or central university who allow EIILM degree holder to pursue PG or additional degree, you must opt that

    I want your opinion for my brother's case, he completed B.Sc in hotel management and catering technology from HIHT,Agra study center of Punjab Technical University. He completed the course in 2009.

    From PTU act, am pasting below:

    18) do all such other acts whether incidental to the powers afro-said or not, as may be requisite in order to further the objects of the
    University.
    5. (1) The territorial limits in which the University shall exercise its power and perform it duties shall be the whole of the State of Punjab and
    other regions outside the State of Punjab as may be decided by the Board of Governors from time to time subject to any regulations and
    statues.

    This says : "other regions outside the State of Punjab as may be decided by the Board of Governors from time to time subject to any regulations and
    statues.", so does his degree stand valid?

    1. u give me your email id so i can send the documents which ptu got from joint comittee,ugc-de-aicte.In 2013 month of august ptu got notification from ugc regarding not operating in other states but those who are already studying for them there is a rule that ugc allows them to complete their courses,so dont worry as i also faced the same problem as i am also a ptu dep student but i have got positive response from my lc,ptu even i sent the mail on rti to mhrd but they sent me a document where it's mentioned that ptu is not allowed to offer courses beyond their state,this was decided in the year 2009 by dec,BUT i know that in 2009 it was restricted but in the year 2010 in joint committee meeting they changed their decision and then they allowed central and state university to offer courses beyond their states,where ptu is a state university,so these thing dont told to me by ugc so again i made first appeal and everyone will be shocked to know that till now no reply has given,so dont worry ptu degrees are fully valid and also the matter is in delhi high court,so the justice will obviously be in students favour,Dont forget that more than 2 lakh students are studying,send me your email id so that i can send u the documents

    First of all I appriciate your social care for the students, when i read your blog i was shocked because iam also one of the betrayed student from KSOU, iam studying Btech in civil engineering in KSOU after completing diploma in regular mode, I had take admission from Bharat Post Graduate College, chennai, Tamilnadu and studying sofar, this is my 6th semester, please advise my degree is valid or unvalid? waiting for your valuable reply ...

I am having very good experience in my creative field . I never used my certificates . I never tried to find these are fake or real? But now I got very good job offer from a college but they want me to do m.sc . They only pay fees and make my job permenant . So please tell me whetehe JRN Rv university certificates are valid for further studies ? Please clear me sir. I DINT get provisional certificate . Is it necessary for pg.

I think only option is DISTANCE EDUCATION. KINDLY throw light on this aspect and what PGsttudy I do, so that it help me when I go abroad outside INDIA

      In that case you should opt MBA hospital management from Pondicherry University or a PG Diploma in Hospital Administration from IGNOU

    Ajesh Gugnani, has spoiled not only his name but the name PTU, Punjab Technical University with his fraudulent actions. Because of his actions and the harm he has done to his students he has had an FIR filed against him.     1. The Supreme court judgment is groslly misintrepreted. Singhania University is not approved by AICTE (University does not need AICTE approval as per the definition of AICTE Act however, you also must understand that department under a university offer the course and such department must have AICTE approval
      Singhania's B.Tech is not recognized by AICTE hence it is not valid for education abroad and also in India. It is also not valid for public sector job. For private sector job, it depends on the respective organisation to whether accept it or not

  18. PTU was earlier recognised by UGC-AICTE and DEC. so even the degree of students who took admission in 2010 and completed their degree in 2013 stands invalid? If i am not wrong, it is only the students who took admission after DEC recognition for the university was cancelled (2012). Else it does not make sense how they can abruptly cancelled all the students degree prior to 2012 because it was recognized by the all the three regulating body. Please help clarify my doubts.     1. Yes, you are partially right. However, as per the UGC guideline, jurisdiction of the university was only upto state of Punjab and it was not allowed to offer franchisee of the distance education to private institute hence both the degree stood invalid

      If you are looking for a recognized degree you should opt IGNOU
      If you are from Delhi or Mumbai you may opt Bharati Vidyapeeth too
      You should also look for state university who has jurisdiction in your city. If you help with your city name, I can provide few options

    I am sofia,I wanted to try for the upsc exam next year but my problem is that I graduated in hotel management from a private institute in kolkata which was affiliated to ptu. I am a 2010-2013 batch i.e I graduated in 2013 september. Is my degree valid? Can I appear for upsc or any other govt. jobs with this degree as I have heard that ptu has lost it's distance education recognition.

      Your degree is not valid for public sector job including UPSC civil services.
      However, if you can establish that your degree was obtained without violating territorial jurisdiction and the programme had DEB approval it stands valid

    1. As per dEB approval it should not offer any course outside Tamil Nadu
      If you appear for exams anywhere in Tamil Nadu and apply to University directly, then it stands valid

      You should opt Pondicherry and if you are looking for public sector job you may look for IGNOU too
      Both Himalayan and JNU are private and not authorised to offer any course outside its campus

  32. Hi, Please help me to choose an MBA from IGNOU or any other valid university, I have done MSc in Botany full time and joined the job. After 16 months I resigned from a corporate job and got 2 years PGDBA degree from SCDL, Pune. I started to teach in a govt college As a guest lecturer. Now I want to write Ugc-Net but my MBA is not valid for NET exam. Now I want to pursue PhD in management. Is it possible to do Masters and PhD simultaneously in full time? May I take admission in MA in labor and industrial management full time for NET exam along with a PhD? Or MBA from IGNOU along Phd.

    1. If you have done it through any study centre anywhere in India, it is invalid
      If you have applied directly to the university and appeared for exam at Salem then only valid
      Yes, during final selection Punjab government will ask you to produce required document as this is a deemed university and it has to take exams within its campus in Salem TN only otherwise the degree will be invalid

  40. The territorial jurisdiction still remains the issue and as of now, DEB has allowed PTU to admit students but only from Punjab. My suggestion, all the ex-students out of Punjab should re-appear for exam from Punjab and that may make their PTU degree valid but they must approach university directly.

    You may opt 1 year PG Diploma in guidance and counselling from NCERT

    It is the best option available, it is online however, there is 2 months compulsory residentship required in one of the regional centre of NCERT

I am also a ptudep student,my admission year was 2011,that time the policy was that any university central or state can offer courses beyond their territorial jurisdiction,the policy was changed in june 2012,note changed in 2012 but my admission year is 2011,so our degree is fully valid but ignou has refused to give admission because of territorial jurisdiction now when i am asking that my admission year was 2011 and the policy was changed in 2012,and i am showing the approval letter of joint committee ugc-dec-aicte,they are not reacting,there it's clearly mention that ptu can offer courses beyond their territorial jurisdiction,but ignou is not accepting the approval letter,even i requested to Smriti Mam by posting my grievances on MHRD website to look the matter as there are 2 lakh students life involved,
    Regarding Franchising-I would like to say that IGNOU also dont have their own study centre,they use government and private colleges to help student,similarly our university PTU had given affiliation to the best learning centre,look the infrastructure of PTU study centre and IGNOU study centre,where PTU conducts the exam at AICTE approved colleges and answersheets are checked by their teachers not by study centre,even PTU has their regional centres like IGNOU,Dear Guys we need to come together to get justice we may have to file PIL in court for not accepting the approval letter of joint committee of ugc-dec-aicte given to PTU,we r the students we should come together ,contact with me because i know what falls on us when anyone rejects our degree,See the case of Delhi university four year programme where ugc had given approval after the admission of the student because to save their future so r we not the human being,send me mail to contact with me-mdshahidakhtar1992@gmail.com

  47. Government has kept all these things loose and let the DEB DEC be corrupt. No, private franchisee of any university is prohibited from long time and yes, territorial jurisdiction issue came and went in between but government officials are not accepting that it does not apply.
    IGNOU has its own staff, own regional director in each centre. Sorry, IGNOU strictly follow this. No private person can take IGNOU centre except in very few highly specialised courses

  50. currently i tried to take admission in IGNOU and they said certificate obtained from centre at kolkata is not valid to take admission in ignou,but when i took admission that time the university can offer their courses beyond their boundaries but later in 2012 the restriction came,but ugc said that i m not eligible,currently i m in final sem and asked from them the information,they said this,st xaviers is a private body which is the study centre of ignou in kolkata,there are many government and private colleges which are the study centre of ignou and nsou,and many more,the infrastructure of ignou study centre is much better than my learning centre ,u can look infrastructure,ok let it be now what should i do,in order to get validtiy we must move court

    SMU was a private university and in prof Yashpal Vs state of Chhatisgarh case and UGC guideline in 2003, it was clearly mentioned that a private university cannot offer any course outside its campus.

Ignou,nsou,and many more dont have their all own study centre,some study centre are private colleges,and some are government colleges,so this is not franchisy based,like government college shyamaprasad,maulana abdul kal azad and many more which is under university of calcutta,but they allow the ignou student and nsou and many more university to have personal contact programmes,so what is this,it's not acting as a franchisy based,thier the calcutta university teacher teaching to Nsou,ignou students,i think the same way ptu has given affiliations to it's learning centre,believe what i know now in BCA i can easily compare with regular student of BCA,see the lesson taught by me is similar like any regular colleges

  62. there is difference, any college cannot opt IGNOU. There is a regional centre based on no of student where all control happens through regional centre. IGNOU has much tighter control whereas PTU, SMU offered anybody to open centre. no. PTU offered centre anybody who offered them money. Why a state university needs to become so hungry for money? in your case they might have done things rightly and you are a victim but most are not victim.

The reason is: Sikkim Manipal University is a private university and as per the UGC Act of 2003 about private university and also as per Supreme Court Judgment in prof Yashpal Vs State of Chhatisgarh, any private university should not offer any course outside its campus. Sikkim Manipal bribed then DEC chairman Rajashekharan Pillai and earned 5000 crore by violating the norms prescribed.
