How to identify fake, real, recognized and not recognized M.Phil and Ph.D degree in India

Dear Friends,

Now a days I have been getting regular queries about recognition of M.Phil and Ph.D degrees offered by various universities and in this, the greedy private and deemed universities (maximum but not all) are front runners. People need to be aware that all degrees do not stand as valid and recognized even if it is from a UGC approved university.

I have seen two type of people
1. Who do not know anything about research and even do not know basic concept of research methodology but they want a Ph.D degree for the namesake, just for promotion and they want to get it by paying money. They do not want to do hard work, they do not want to do real, empirical research and do not want to add value to the nation through a required research. Such people are employed in 99% of our education system called colleges and universities. Such people become guide for future similar kind of Ph.D students and then we see that despite of being no.2 in population and with more than 700 universities including top class IIMs, IITs, JNTU, NITs, BITS we could not fetch more than 3 Noble prize. Whoever won, most of them were people of India origin.
2. Those who are interested to do research, some empirical research for pure interest and to earn a Ph.D degree honestly. They are hardly 1% of total population.

Let me cite one example:
One such person asked me on my blog about Ph.D from such a degree scamster private university and I advised him not to pursue but he was so desperate to do it from that institutes, he asked same question again and again. It was showing the attitude of the people- the degree buying attitude. They want a tag called Ph.D.

I do not want to extend this argument and would like to come to the main points.

How an institute can award M.Phil. and  Ph.D degree in India or Which M.Phil and Ph.D degrees are valid in India?
Well, UGC is the highest authority to control higher education in India alongwith other statutory bodies like AICTE, MCI, PCI, NCTE etc.  For details please refer:

UGC defines and issue guideline on minimum criteria on offering degree
please refer  http://www.ugc.ac.in

UGC has issued a circular on March 2011 through reference no  F 1-1/ 2002 (PS) exemp. part file III and same published in the official Gazette of India. The notification is called as

UGC (Minimum standards and procedures for awards of M.Phil/ Ph.D degree) , regulation, 2009

To access the full regulation, please click on following link

For higher studies, for appointment (alongwith respective statutory body's separate requirement) all the M.Phil and Ph.D degree must be awarded in accordance with this regulation. If any university awards M.Phil or Ph.D degree by the way other than this regulation, in such case such M.Phil and Ph.D degrees are non recognized and stands invalid.

This regulation is apply to all central universities, state universities, deemed universities, private universities and colleges offering Ph.D and M.Phil degree affiliated to any university.

If we go through the regulation carefully, admission in M.Phil and Ph.D can be possible only after fulfilling following criteria:
1. The minimum qualification should be a masters degree with minimum 55% for general category and 50% for SC/ ST category.
2. The university/ institute/ college has to pre-determine no. of Ph.D seats available, then need to publish an advertisement for M.Phil/ Ph.D entrance notifying no. of seats available, date of entrance etc.. The no. of seats available must be decided on the basis of overall infrastructure including research guide available. A university/ institute cannot admit more than the predetermined seats for M.Phil and Ph. D.
3. Entrance exam is mandatory for M.Phil and Ph.D admission only following people are exempted from entrance test:
1. Those who are M.Phil holder as per this regulation.
2. Those who have qualified NET/ JRF and GATE

It is compulsory for rest all students to appear for entrance examination conducted by that particular institutes only.

Concerned university/ colleges have to send a report to UGC mentioning how many M.Phil and Ph.D seats they have. They cannot take more students mentioned than this and once admission process completed, within 15 days they have to send report to UGC mentioning name of the students and area of research. At the time of admission, the concerned university/ institute also have to take research proposal from students and carefully scrutinise it, interview it and make it part of the Ph.D selection process.

Ph. D/ M.Phil cannot be offered in distance/ external and off campus mode. It has to be a full time mode only. Only few institute offers the facility where a student can complete the research work in the organisation where they are working and where proper infrastructure for their research area is available (This is sometime called external Ph.D but it is strictly followed). However, they have to regularly visit the university and discuss about research with their guide. They may even need to attend lectures for initial 2 semesters.

IIT strictly follow this  rule and system and even for external Ph.D students, it is mandatory to spend 2 semester in the campus, full time to learn various research tools and interact with the faculty. So, if somebody is in government job including teachers and lecturers, they can easily get his leave sanctioned in the name of "study leave" however for people from private sector it may or may not be possible to take break of 1 year. I suggest UGC as well as these universities can make it little flexible by increasing the duration of the Ph.D programme and allowing people to attend campus on weekends and on holidays. Everybody cannot leave the job and there are many corporate executives who can blend their corporate experience into research and produce a practical research outcome which will help the academia and industries.  These people do not need Ph.D tag to save the job but they really want to contribute in the research field.

M.Phil/ Ph.D degree from private universities and deemed universities
As I said above, this regulation applies to private and deemed universities too. Alongwith this, following conditions also apply to research degree as well as other degrees from private and deemed universities:

1. Private and deemed universities cannot affiliate any college.
2. Private and deemed universities cannot start any off campus programme including Ph.D and M.Phil without prior approval of UGC
3. Private and deemed universities qualification through study centre, agencies, franchisee including off campus learning, industry collaborative learning , industry integrated learning, distance learning, online learnings are non recognized and invalid.

Safe private and deemed universities in India
In India, I consider only following private universities are safe for pursuing M.Phil and Ph.D degree. Rest most of them are in big degree scam, they even do not have mechanism to check authenticity of the research work carried. They just take money and award whatever degree you want.

Please revert for any query.

  1. Hi Govind,

I went through the blog and I must admit that the information provided here is an eye opener.

I have two queries regarding the safe private and deemed universities in India.

1)You have mentioned that SNo.25 Christ University is safe but as far as I know, it was one of the 44 deemed universities unrecognized by UGC?

    2) Amrita Vishwa Vidyapeetham, Coimbatore and Symbiosis International University have extended their campuses in Bangalore. Are the degrees offered by them valid and recognized by AIU/AICTE for the higher education? I am specifically interested in their part time programs so that I can qualify for the executive FPM offered by IIM's or

Many thanks in advance for your time.

    1. Hi Vivek,
thanks for correcting. Christ university is also not safe till supreme court judgment does.not come.
      I will rectify the post.

About your second question UGC website says they have not approved any off campus centre yet, we need to ask these universities to produce letter of approval to their off campus.

third, can you please brief me your backgrou d I.e. academic and work profile

    2. Hi Govind,

I called admission offices of both the universities but nobody had a clue about my question :)

I am planning to visit their offices but I don't have a high hope to get a positive response.

I am a graduate with distinction in 10th, 12th and Graduation (10+2+3). Currently I am working as a Service Operations Manager with a leading networking company based at Bangalore with 11 years of work experience and my profile includes business process engineering, project management, program management and bit of business development.

      Thanks,
      Vivek

    3. Hi Vivek,
thanks for the update. why do you want to do PhD is your purpose teaching or to do research from a good management institute? And why do you want to do an MBA?

See, your target is well set. FPM from IIMis one of the best decision one should take . Further, to Pursue FPM I.e. Ph.D ftom IIM you need not to be an MBA. Any post graduate with minimum 55% or any any graduate of 4 years or more degree I.e. AMIE, BE, B. Tech, B.Sc. 4 years degree course, BAMS, BHMS, BUMS, BNYS, BPT, BOT, BDS etc with minimum 60% marks can pursue it. However the recruitment abd selection process is very stringent as IONs are most interested to know resesrch capability of the applicant. In this case I do not see one should spend lakgs of rupees for executive MBA. I suggest you to choose a distance learning MBA from a good university like Pondicherry or JMI Delhi or else opt MBA from University of Madras. Alternatively you may choose a PG programme of your choice in distance mode from Bangalore University which will save your lot of money.

If you are looking for Ph.D as a matter of interest you may choose Ph.D from Symbiosis international University. they allow a graduate with certain no of years of experience to pursue Ph.D but only difference is from IIM the Ph.D is free of cost and you will get stipend of around 20k per month additionally and also youvwil get around 3.5 lakhs grant for participation in research seminars world over however in Symbiosis you need to shell out money from your pocket for everything.
based on the need you may take appropriate decision.

  2. Hi Govind,

The purpose is to do the research from a good management institute especially in an Organizational Leadership. I wanted to enroll in an executive MBA to meet and understand organizational behavior from other corporates and of course fulfill Master's requirement :).

Anyways, thanks much for your kind help and best of luck for the future.

    1. Nice to know. see, unlike Ph.D from other institute, IIMs FPM is of 4 years duration and initial 2 years course is same as IIMs PGPM hence you get the same training like other PG students of IIMs therefore they admit any post graduatesfore. I do not see any reason to spend money on costly executive MBA from reputed B schools like XLRI or Symbiosis

  3. Sorry Govind. I meant Executive FPM from IIM's. Even though I would love to go back to a school to focus on learning but current responsibilities won't give me a chance :(

Course fee: 4 lakhs to 5.5 Lakhs

XLRI needs full time MBA only, they do not consider distance learning, executive or part time MBA

So you should pursue a distance MBA from either Madras or Pondicherry University and then apply for Executive FPM (if you do not have a PG degree)

    1. Hi,
IMT's full time PGDM are well reputed, accepted and recognized
If you are pursuing distance learning programme, please note that it is not equivalent to MBA so you will not be eligible to apply o any public sector job or higher studies in future.
In terms of acceptance in private sector job, your Diploma from IMT will not be the sole factor for shortlisting, company to company it depends, they may or may not accept your diploma

  5. Thanks Govind. DLP/Online programs are not my cup of tea.

While searching for a good part time program, I found the following B-School offering a part PGDM and per website, it is recognised equivalent to MBA by AIU.

    http://www.ifimbschool.com/pgdm_working_professional.html

What do you think as I was not able find a supporting document on either AIU or AICTE website?

    1. Hi,
IFIM has been granted its PGDM equivalence upto 2012 only. It does not mention further extension of the same
Further, This institute is not amongst top B school in India please refer
      http://simplygovind.blogspot.in/2013/03/myth-and-fact-about-mba.html

In this case, even if it is a part time, there is no surety that you will get a better quality management education compared to a distance learning degree.

I still suggest you to opt Pondicherry twinning MBA which comes with weekend classes.
I have also written to UGC and asked them to reply on approval of off campus status of various deemed and private universities.
      Rest is your choice.

  6. Thank you very much Govind. I must say you are one of the best counselors I have ever met. You are absolutely correct that the quality of this part program cannot be guaranteed. I shall wait for your response regarding UGC's discretion on off campus colleges.

There is one sentence "course should be carried out in regular mode in its main campus" I want to know meaning of this sentence.

Is it considered as: Ph.D. course work (classes and written examination) should be carried out in its main campus? OR Ph.D. research work (Experimental Part) also should be carried out in University main campus?

If research scholar completed his course work in university main campus and research work has been completed in laboratory recognized by University, where guide is working, then is it considered as course in regular mode?

Kindly guide me regarding the same.

    1. All thesis, presentation should happen in main campus however, you may carry out research work in the organisation where you are working.
Yes, such will be considered as a valid research degree.

I belong to Coimbatore and presently i am working in Oman as Lecturer from past one year I have a total work experience of 5+ years. I have M.Sc.,M.Phil. degrees in Computer Science from a reputed university.

July 2013 i registered for PhD Computer Science at Karpagam University to do my PhD as Part Time NRI (external) candidate. I checked at UGC site and found that Karpagam (deemed) University is included in UGC recognised deemed universities list.

But on the other hand i am also getting news about the unsafe future of the Karpagam university and its recognition. Due to high fees at other universities i settled for Karpagam University. Please advice me on this.

First check with the Oman government whether they accept a private or deemed university Ph.D
Second, please check if the university (karpakam) is awarding Ph.D degree as per the standard mentioned above i.e. UGC regulation

So far, I have not got any negative remarks about this university but for Ph.D you need to be very careful due to certain scams recently

If you are just bothered about Degree Tag, please note the following
The research degree must be awarded in accordance to the:
UGC (Minimum standards and procedures for awards of M.Phil/ Ph.D degree) , regulation, 2009

To access the full regulation, please click on following link

For higher studies, for appointment (alongwith respective statutory body's separate requirement) all the M.Phil and Ph.D degree must be awarded in accordance with this regulation. If any university awards M.Phil or Ph.D degree by the way other than this regulation, in such case such M.Phil and Ph.D degrees are non recognized and stands invalid.

You may opt either Ponidhcerry University or IGNOU then you may pursue M.Phil

    2. Hi Anil,
You may pursue executive MBA from NMIMS. It is a very rigorous programme, on campus thrice in a week and comes with lot of insight practical approach.
It is now 2 years programme.
Alternatively, you may pursue 3 years part time MMM, MFM, MFSM etc from ADMI, Welingkar, JBIMS, KJ Somaiya and N L Dalmia.

Executive PGPM of IIM (only on campus, full time) is also a good option but you need to think, should you really invest such a huge sum if you are not looking for a placement.
Online PGPM of IIMs are just fool making tactics and they make money of it. You can pursue such many MOOCs from institute like stanford, MIT free of cost.
ICWAI is also a recognized equivalent to PG and if your interest is in a specific area and want to develop that model, you may pursue PhD or FPM from IIMs, IITs and many other such institutes

    1. MIS and analytics or business analytics is something which is combination of commerce and IT. You should check with the institute where you are working whether they accept your background and PhD in analytics/ MIS and then you should take call accordingly

  61. Thanks for the suggestion. As I am an NRI residing in Oman which institutions in India offer External PHD in MIS or Analytics? U.A.E is accessible to me I guess BITS dubai offers external Phd. Is it ok to do from BITS UAE?

  64. Hi Govind

I am looking for MBA degree also from the point of view of placement or an extra PLUS to get me an good senior level job. It is becoming very competitive to get a good opportunity just on ICWA.

Looking to this, I am still confused whether part time MFM is okay or should I go for EMBA.

    1. if EMBA, IIM Indore or SP Jain both costing around 12 L or NMIMS (5- 6 L) or any other institute
    2. if MFM Jamnalal Bajaj or Somaiyaa or any other.

Definitely I just do not want the degree for the same of it. Should be well recognised and well accepted in the market.

    Request your help please

    Thanks & regards

I have few doubt's about my university,

I done my degree B.tech mechanical in engineering from singhania university,

I got job offer from US employer, Right now they required Credential Evaluation.

My doubt singhania university recognized by UGC or not ?

I check the recognized private university list from UGC site, There mention in remarks coloum, Information, called for inspection purpose, still awaited. What is meaning that ? it is recognized or not ?

Could you please advise me above matter,

    1. If you have done full time course from Singhania, on campus no need to worry as the university has UGC approval.
      Inspection is UGC's due process

  75. Hi Govind,

Please let me know if you have any details about any of the below mentioned universities. I am an IT professional manager ( with 13+ yrs)& planning to pursue my Phd in Management on a part time basis.

    1) Alliance University -Bangalore -Is a Part time Phd in Management Valid
    2) AIMA in association with AMU supports a Phd program -Please let me know if that is valid

Your inputs will help me decide /choose the universities. Thanks in advance.

    Regards
    Shalini

    1. Please prefer AIMA over Alliance as AIMA offers the degree through Aligarh Muslim University, which is ranked amog top 10 in India and a central university whereas Alliance is a private university and not that much reputed. Only issue is, AIMA PhD costs around 4.5 lakhs

    1. Go ahead only if you are interested to buy a degree at any cost instead of earning it. This is clear violation of UGC guideline on PhD degree. Further, I have got lot of query on this University's PHD degree for money
I had exposed Jodhpur National University, MGU, EIILM, CMJ and all of them are almost shut down now. Better, put little efforts, do hard work and do it from a good central or a state university. They need real hard working students willing to do research

    1. Avoid. This university is violating lot of UGC guideline including a legal battle for offering AICTE unapproved degrees in the past. They are private university and worry about money than anything else still if you want to go, ensure they are complying with all UGC guidelines UGC is going harsh day by day on violations

    1. Himalayan University is a private university and like its earlier counterpart CMJ and EIILM, it is also involved in degree scam. This university is in north east and as per UGC regulation, a PhD degree can be offered only in full time mode. Neither university nor you will be able to ever justify this is a full time degree unless you stay in radius of 200 kms from this university.
Most probably, the degree is fake or a scam run by university.
      Please avoid
